Pursuit Intelligence
Pursuit intelligence is the organized body of institutional knowledge a firm draws on during an active pursuit: past project performance, client history, team qualifications, win/loss patterns, and competitive context, all verified and accessible before the proposal clock starts.
Why "intelligence" is the right word, not "data"
Raw project data sitting in Deltek or a shared drive is not intelligence. Intelligence is data that has been interpreted, validated, and connected to a specific pursuit context. A project sheet becomes intelligence when it includes the client contact who can verify past scope, the fee range the firm will defend, and the lessons learned that affected delivery. Most AEC firms have abundant data and scarce intelligence, which is why the same background research gets rebuilt pursuit after pursuit.
Where pursuit intelligence lives in the go/no-go and proposal cycle
The gap shows up earliest at go/no-go, when BD directors are making decisions on incomplete pictures of client relationships and competitive positioning. It compounds at proposal kickoff, when the team spends the first three to five days of a two-week window reconstructing what the firm already knows instead of developing strategy. SF-330 Section F alone can consume two full days of coordination if project data is not pre-validated and mapped to relevant NAICS or agency criteria. Firms that treat intelligence as a pursuit-phase activity are already behind.
Building pursuit intelligence as a firm asset, not a one-time effort
The firms that consistently make shortlists of three to five under QBS processes mandated by the Brooks Act treat pursuit intelligence as infrastructure, not preparation. That means capturing debrief outcomes, recording what differentiated the winning approach, and tagging personnel expertise at project close rather than at proposal kickoff. Kantiv is built around this principle: it pulls verified context from past proposals, project records, and client history so teams open a pursuit with a factual baseline instead of a blank document. The strategic advantage is not speed; it is the quality of the narrative that becomes possible when the team is not simultaneously doing research and writing.
